Yes, hexes and enchantments are spells. Arcane Echo allows you to cast a spell twice in the same time you could normally cast it once by giving you a second recharge timer. It will NOT, EVER, do anything that you couldn't do by simply recasting the first spell again. It subverts the recharge timer. That's it. No magical ability to charm a second pet, affect someone twice with something that doesn't ordinarily stack, etc. You can't do anything with the second copy of the skill on your skill bar that you couldn't do with the first, if only it was done recharging. Nor does anything odd happen when Arcane Echo reverts to itself. Ongoing or maintained effects don't disappear, etc. The only thing that happens is you can no longer recast it from that skill slot (at least, not without echoing it again).
